On November 24-25, 2022, the IV International Municipal Forum of the BRICS+ countries (hereinafter referred to as the Forum, BRICS+ IMF) was held at the site of the largest convention and exhibition center in Europe Expoforum. The IV BRICS+ MFF was attended by Russian and foreign government officials, representatives of business and scientific circles, heads of large corporations and entrepreneurs, authoritative public experts, representatives from 37 countries of the world, 61 regions of Russia took part in the forum. the number of full-time participants was 3,179 people; the number of online connections is about 15’000. In 2022, the BRICS+ IFF was highlighted in the text of the Beijing Declaration of the XIV BRICS Summit, signed by the leaders of the countries of the association, as an event that contributes to the promotion of networking between sister cities of the BRICS countries and the implementation of the 2030 Agenda for Sustainable Development; The Forum was held on the territory of the Russian Federation as part of the Chinese BRICS Presidency calendar.

On November 25, 2022, at the site of the IV BRICS+ MFF, Anton Chumakov, General Director of the Moscow Brokerage Investment Company, presented the concept of a project to create a modern technological financial institution "Interstate Bank BRICS+" operating on advanced IT solutions. As part of the implementation of this project, it is planned to create a modern universal financial system that ensures the reliable operation of payment instruments that guarantee the free movement of capital in the framework of the implementation of investment projects, international trade of the BRICS+, SCO, EAEU, CIS countries. The main important criteria of the project is to ensure risk-free transactions of investments, capital for the smooth operation of investment projects and world international trade. a weight value tied to the country's GDP and local currency that does not affect the sovereignty of each project participant.

According to the information announced at the presentation of the BRICS+ Interstate Bank project, active work is underway with relevant state and financial institutions to implement this project (the Central Bank of the Russian Federation, the Ministry of Finance of the Russian Federation, the Government of the Russian Federation, the Ministry of Economic Development of the Russian Federation, the Ministry of Foreign Affairs of the Russian Federation).

It is especially IMPORTANT to note that thanks to the work of the IV BRICS+ MFF, this project was widely publicized on the platform of the BRICS+ countries and their partners, this initiative was supported by representatives of 21 countries as an additional tool to strengthen relations between developing countries. As a result of the session, it was decided to create a working group with the participation of specialized specialists in financial, legal, economic, IT and international issues with the aim of in-depth study of the issue of creating the "Interstate Bank BRICS+". The working group included representatives of China, India, Brazil, Kazakhstan, Russia, South Africa, Armenia.
